Management corporation services

Search records held in this portal, check a certificate number, or sign in to prepare developer filings and manage office work. BME 2026 and LSTE 2026 are not yet in force; the guidance below explains the framework in preparation for commencement.

Prepare for the new filing requirements. Once the relevant provisions commence, section 7 requires a developer to file a schedule of parcels before any parcel is sold. Its offence provisions are not presented here as currently enforceable.

Services

Who this portal is for

Choose the service you need. Public searches require no account; developers and officers have separate sign-in routes.

Developers

File a schedule of parcels

Register your company, then lodge the schedule of parcels in Form A — certified by a registered surveyor and signed by you — together with the approved building plan. Once the certificate of fitness for occupation has been issued, apply here for the certificate of establishment of the management corporation as well.

BME 2026 s.7(1), s.7(2), s.8(1)

Owners and the public

Search the register

Search management corporation records held in this portal by name, number, building or district, and check the certificate issued to it. If someone has shown you a certificate, compare its details with the record. A matching number does not authenticate a document. No account is needed.

Officers

Sign in to the Commissioner's portal

Officers of the Commissioner's office sign in to receive filings, query a schedule, issue certificates of establishment, and monitor the statutory obligations of management corporations. Accounts are created by the office; there is no self-service registration.

The sequence

Prepare for the filing requirements

The following steps describe BME 2026 after the relevant provisions commence. MC operations belong in the corporation’s own systems; records required by the Commissioner are filed here. Subsidiary title applications follow the land administration process under LSTE, separately from BMCP.

  1. Before any sale

    Schedule of parcels

The developer files the schedule of parcels, in Form A of the First Schedule, in respect of the building plan approved by the local authority.

    s.7(1), s.7(2)
  2. Within 14 days of approval

    Any amended schedule

Where the local authority approves an amendment to the schedule of parcels, the developer files the amended schedule within fourteen days of that approval.

    s.7(4)
  3. Within 14 days of the CFO

Application for a certificate of establishment

Within fourteen days of the certificate of fitness for occupation, the developer applies in the prescribed form with the prescribed fee. The Commissioner issues the certificate within one month of receiving the application, if satisfied.

    s.8(1), s.8(2)
  4. Thereafter

Annual filings by the management corporation

Once established, the management corporation runs itself and files with the Commissioner at the points the Enactment requires. It does not need this portal to hold its meetings or keep its accounts.

Buildings that already exist

If your building was completed before the Enactment

The 2026 Enactment does not start the clock only for new developments. Two transitional provisions decide where an existing building stands, and they lead to very different places. Find yours below.

If

The building holds a certificate of fitness for occupation, but no certificate of establishment of a management corporation has ever been issued for it.

Then

The developer has twelve months from the day the Enactment comes into operation to apply for a certificate of establishment. The fourteen-day rule in section 8(1) does not shut this door — section 143 opens it again, once, for twelve months.

What to do

Prepare your CFO and development records. Section 143 provides a twelve-month application period from commencement; this period has not started. Do not treat sales before commencement as a contravention of BME 2026 section 7 solely because no schedule was filed under that Enactment.

If

The building already has a management corporation, established under the Land (Subsidiary Title) Enactment 1972.

Then

On commencement, section 140(8) deems the existing corporation to have been established under the 2026 Enactment. Keep its existing establishment evidence available for the transition.

What to do

Search the records held in this portal and retain your existing establishment documents. The office must confirm the process for recognising legacy records and providing evidence of registration.

BME 2026 s.140(2), s.140(8)Search the register

SAGC lists BME 2026 and LSTE 2026 as not yet in force (checked 11 September 2026). The section 143 period runs from commencement; it is not currently counting down. Confirm any later commencement notification with the office.

Questions

Frequently asked questions

These answers explain the enacted framework for preparation. BME 2026 is not yet in force; duties, offences and transitional effects described below depend on commencement.

What is a schedule of parcels, and when must it be filed?

It is the schedule, made in Form A of the First Schedule, identifying every parcel in a building by reference to the building plan approved by the local authority. A developer must file it with the Commissioner before the sale of any parcel — not before completion, and not before handover, but before the first sale.

BME 2026 s.7(1), s.7(2)
Who signs the schedule of parcels?

Two parties. In Part C of Form A a registered surveyor certifies the detailed index of parcels; in Part D the developer gives the undertakings, including that no parcel was sold or offered for sale before filing. The duty to file, however, rests on the developer alone — the surveyor certifies, the developer files.

BME 2026 s.7(1); Form A Parts C and D
Does the Commissioner approve the schedule of parcels?

No. Section 7 gives the Commissioner no power to approve or reject a schedule of parcels. The building plan is approved by the local authority. The Commissioner receives the filing, may raise a query on it, and may prosecute a failure to file — but the filing itself stands from the moment it is made. A query does not undo it.

BME 2026 s.7
What if the schedule changes?

Where the local authority has approved an amendment to the schedule of parcels, the developer must file the amended schedule with the Commissioner within fourteen days from the date of that approval. The fourteen days run from the local authority's approval, not from the date the amended plan was drawn.

BME 2026 s.7(4)
What happens if a parcel is sold before the schedule is filed?

A developer who contravenes section 7 commits an offence and, on conviction, is liable to a fine not exceeding fifty thousand ringgit, or imprisonment for a term not exceeding six months, or both. Form A itself requires the developer to declare that no parcel has been sold or offered for sale before filing, so the declaration and the offence meet on the same page.

BME 2026 s.7(5); Form A Part D
When is a management corporation established?

The developer applies to the Commissioner within fourteen days from the date of the certificate of fitness for occupation, in the prescribed form and with the prescribed fee. If satisfied, the Commissioner issues the certificate of establishment within one month of receiving the application. Failing to apply is a separate and heavier offence: a fine up to five hundred thousand ringgit, imprisonment up to three years, or both. The portal can record an application and a fee reference; confirm the prescribed form, fee and operational filing arrangements with the office.

BME 2026 s.8(1), s.8(2), s.8(8)
Do I need a ParcelManager subscription to file?

No. The developer portal has a direct filing route and does not require a ParcelManager subscription. A ParcelManager integration is also available. Confirm prescribed fees and operational filing arrangements with the office.

Our building already has a management corporation from before 2026. What now?

Once section 140(8) commences, a management corporation established under the Land (Subsidiary Title) Enactment 1972 is deemed established under BME 2026. Keep the existing establishment evidence. The office must confirm its process for recognising legacy records and issuing any registry evidence; section 140(8) itself does not prescribe a register extract.

BME 2026 s.140(8)
Our building has a certificate of fitness for occupation but no management corporation. What now?

Section 143 provides an application route for buildings which have a CFO but no MC establishment certificate when the Enactment commences. The developer then has twelve months from commencement to apply. That period has not started. Prepare the CFO and development evidence. The draft regulations envisage a surveyor-prepared schedule of voting rights, but that draft requirement is not in force.

BME 2026 s.143
Ask the office about a building with no MC
Our building has an OC/CFO but no MC, and the developer is bankrupt, in liquidation or receivership. What should we do?

Refer the building to the office for assessment. Give the building name, address, OC/CFO details and developer details, and identify any appointed receiver, liquidator or other insolvency officer if known. Attach available occupation certificates, purchase evidence and appointment documents; these are practical supporting records, not a prescribed statutory checklist. Under BME 2026, the definition of developer includes lawfully appointed liquidators, receivers and judicial managers. Section 143 provides a twelve-month application period from commencement for qualifying buildings with a CFO but no MC establishment certificate. Section 58 separately addresses appointment of a registered property manager in specified insolvency circumstances; this does not itself establish an MC. The office must assess the appointment, timing and responsible applicant. Submitting this referral does not establish an MC or replace an establishment application. BME 2026 is not yet in force; the statutory periods described here have not started.

How do I check a management corporation, or verify a certificate someone has shown me?

Use the public register. Search by name, number, building or district to find a management corporation and see the certificate issued to it, or use the verification page to check a certificate number against the register. Neither requires an account, and neither exposes the personal details of any owner.
